The reforms are a result of the Lord Justice Jackson Review on civil litigation costs and theMinistry of Justice (MoJ) consultation on civil justice procedure.

The implementation of the reforms will be staggered, with the extension of the portal taking effect from 1st August 2013 and the removal of certain legal costs, such as; success fees, referral fees, coming into effect from 2nd April 2013.
